For the past several summers your town has been afflicted with several power outages. At least twice a month the power will fail due to the high power demands of the area in which you live. As the population has grown and with it the demand for power, the number of power plants has remained stagnant. The state has finally seen fit to act.
Blackout

Your town has been selected as the site for a new power plant that is to be built to alleviate the blackout problem. The site is close to the river that runs through town and close to local rail line. A perfect site for a power plant to be constructed. The problem is that there is an argument as to what type of power plant is to be built on the site, fossil fuel or nuclear. It remains unclear which type of plant will win the debate and the town has formed a subcommittee from its planning board to look at what type of power plant would be the best fit for your town.
